ECFA's early acceptance of the effective unit of Dandan involved 135 items in the textile field

The early harvest of the Cross-Strait Economic Cooperation Framework Agreement (ECFA) officially came into effect on January 1, 2011. This initiative marked a significant step in deepening economic ties between Taiwan and mainland China. In terms of trade in goods, the 2011 tariff implementation plan saw an increase in the number of products eligible for tax reductions from 539 to 557 items. Among these, textiles accounted for a notable portion, including 2 fiber items, 16 yarn items, 85 fabric items, 23 garment items, and 10 miscellaneous textile-related products, totaling 136 items. According to data from relevant authorities, these textile products were valued at approximately $1.874 billion when exported to the mainland in 2009. At that time, customs duties amounted to around $175 million based on different tax rates. Under the ECFA's tariff reduction model, without considering processing tax rebates for mainland manufacturers, it is estimated that in 2011, the total customs duties saved by Taiwanese textile exports would reach about $95.62 million. Additionally, mainland textiles exported to Taiwan could save around $2.18 million in tariffs. Industry analysts have highlighted that the implementation of the ECFA Early Harvest List has had a positive impact on enhancing the competitiveness of Taiwanese businesses. It not only reduces trade costs but also encourages more efficient cross-strait trade. Looking ahead, the Taiwanese textile industry must focus on increasing research and development investments, expanding market access, and improving resource integration. By doing so, the industry can broaden the application scope of its products, enhance their value, and maintain a competitive edge in the global market. This strategic shift will be essential for long-term growth and sustainability in an increasingly interconnected world.
