According to data released by Harbin Customs, Heilongjiang Province exported 107,000 tons of plastic products in the first 10 months of this year, marking a 20.8% rise compared to the same period last year. This growth reflects a broader trend of increased plastic exports from the region, driven by strong demand in key international markets.
Among the major export destinations, the Association of Southeast Asian Nations (ASEAN) has shown significant growth, with 30,000 tons of plastic products shipped to the region—an impressive 1.7-fold increase. Meanwhile, exports to Russia dropped by 13.8%, reaching 11,000 tons, while shipments to the United States rose by 35.4% to 9,000 tons. In contrast, exports to the European Union fell by 39.8%, totaling 8,000 tons. Together, these four regions accounted for 54.2% of the province’s total plastic exports during the same period.
On a regulatory note, starting July 15th, the Chinese government removed the export tax rebate for certain plastic products, including ethylene polymer scraps. This marks the first time since multiple tax rebate increases that the state has taken such a step. For local manufacturers, this policy change has added pressure, as it raises production costs and may impact their competitiveness in global markets.
In response, relevant authorities have advised plastic companies to enhance safety and environmental standards, ensuring their products meet international market requirements. They also recommend phasing out outdated technologies and overcapacity, optimizing export channels, and focusing on sustainable practices. Emphasizing recycling and reusing plastic waste, the industry is encouraged to adopt a circular economy model, paving the way for long-term, environmentally responsible growth. These steps are crucial not only for maintaining market share but also for aligning with global sustainability trends.
