The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, and relevant departments of the State Council:


"Several Opinions of the State Council on Accelerating the Construction of Intellectual Property Power in the New Situation" Key Tasks Division of Work has been approved by the State Council and is now issued to you. Please implement it carefully.


All relevant departments shall further decompose and refine the work involving the department in accordance with the requirements of the division of labor plan, and promptly formulate specific measures. In the case of work involving multiple departments, the lead department should strengthen coordination and relevant departments should closely cooperate. The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government shall strengthen organizational leadership, implement responsibilities, and formulate implementation plans and supporting policies in light of actual conditions. In order to implement the "Several Opinions of the State Council on Accelerating the Construction of Intellectual Property Power in the New Situation" (Guo Fa [2015] No. 71), according to the responsibilities of relevant departments, the following tasks are divided into key tasks.


I. Promoting the reform of the system and mechanism of intellectual property management


(1) Research and improve the intellectual property management system.


1. Improve the inter-ministerial joint conference system for the implementation of the national intellectual property strategy, with the leading comrades of the State Council as the convener. (Responsible for IP Office)


2. Actively study and explore the reform of intellectual property management system and mechanism. Improve the practice information disclosure system, and timely disclose relevant information such as credit rating agencies and employees' credit evaluation. 7. Standardize the charging standards of copyright collective management institutions, improve the income distribution system, and allow copyright owners to obtain more license revenue. (Responsible for copyright office)

8. Research and develop an intellectual property review policy. Improve the guidelines for the review of intellectual property rights, and standardize the scope and procedures for evaluation. We will conduct intellectual property appraisal around major national industrial planning and major investment projects in high-tech fields, establish an evaluation system for intellectual property rights of national science and technology plans, actively explore pilot projects for IPR evaluation of major scientific and technological activities, establish a system for publishing IPRs in key areas, and improve innovation.
