Foreign suppliers applying for registration shall meet the following conditions:
(1) Having legal business qualifications in the country (region) where it is located;
(b) having a fixed office space;
(3) Familiar with and comply with the laws, regulations and rules of China's inspection and quarantine and environmental protection;
(4) Obtaining certifications such as ISO9001 quality management system and RIOS system;
(5) The enterprise shall ensure that its products meet the mandatory requirements of China's national technical specifications related to safety, sanitation and environmental protection that are compatible with the types of waste raw materials it applies for registration;
(6) Having a relatively stable source of supply, and providing environmental quality control measures for the source of supply;
(7) There have been no major safety, health and environmental quality problems in the past three years;
(8) Having the ability to apply for registration on the Internet and to apply for pre-shipment inspections, to have radiological detection equipment and other appropriate infrastructure and inspection capabilities.
Foreign suppliers applying for registration should provide the following materials:
(1) An application for registration that has been generated and printed out through the "Inspection and Quarantine Electronic Supervision System for Imports of Solid Waste that Can Be Used as Raw Materials" (see Annex 1);
(2) Notarized tax registration documents, and commercial registration documents must also provide notarized commercial registration documents;
(3) Description of the responsibilities of the organization, department and job;
(4) If there is a fixed floor plan of the designated size and there is a processing site, a floor plan of the processing site shall also be provided, and a video file or more than three photographs showing the site and the actual scene of the site shall be fully displayed;
(5) color copies of ISO9001 quality system or RIOS system certification and related work guidance documents.
